Call for proposals for partnerships in export- oriented sectors

On Tuesday, 02 July 2019, a Call for Proposals for Partnerships in Export-oriented sectors is published.

Purpose of this Call for Proposals is to improve the competitiveness of BIH export-oriented sectors and EUR 3 million in grants is available within the EU4Business project to export partnerships. These funds will support projects which foster:

  • Innovation: the ability to add value to products/services through new approaches
  • Cooperation: joint efforts of sector actors in networks, clusters, etc.
  • Digitalization: utilization of information and communication technologies
  • Business Environment: availability of business development services addressing the above issues (innovation, cooperation, digitalization)

Innovation requires continuous investment in technology, management approaches and skills of employees. micro, small and medium-sized enterprises (MSMEs) which exchange knowledge between each other and – where appropriate – invest together will be able to reduce the costs of innovations (e.g. in training centers for employees, test labs for quality standards) and accelerate their development. Thus, this call supports partnerships instead of individual applicants.

Final beneficiaries are MSMEs and entrepreneurs. The results will be measured in new jobs, with focus on women and youth, increased export among the targeted MSMEs, new business development services and use of such services by final beneficiaries, as well as mitigation of obstacles for innovation and growth.

Project ideas of the applicants must relate to one of the following economic sectors:

  • Metal and mechanical industry
  • Wood processing
  • Information and Communication Technologies (ICT)

MSMEs registered in the Plastic and Electric sectors are eligible within this call if they implement projects in the metal and mechanical industry. ICT is eligible as a cross-sectoral element within this call (in combination with one of the targeted manufacturing sectors).

The CfP supports private sector development in BiH. Thus, applicants (lead and co-applicants) must be registered as legal persons in BiH (prior to 01.01. 2016).

The eligible area is the whole territory of BiH. Further details on eligibility can be found in the Guidelines for Applicants.

Proposals in response to this Call must be submitted in accordance with the instructions provided in the Guidelines for Applicants, which can be downloaded from and submitted to the Application Portal: eu4business.ba.

EU4Business strengthens BIH capacity for generating growth and employment through the development of competitiveness and innovation in selected sectors. Overall, EUR 10 million is available in grants. The project is jointly funded by the European Union (EUR 15 million) and the Federal Republic of Germany (EUR 1.1 million). The project is jointly implemented by GIZ, ILO, and UNDP, between April 2018 and March 2022.

Novi Grad met criteria for International Certificate of BFC SEE

Novi Grad  Municipality is one of the municipalities that managed to fulfil 10 very demanding criteria and more than 80 sub-criteria for improving the quality of services and information provided by local self-government units to businessmen and foreign investors.

Business Friendly Certification South East Europe (BFC SEE) is a unique regional program for improvement of competitiveness of local self-governments, which is implemented both in Bosnia and Herzegovina and the region.

This program is aimed at cities and municipalities which have adequate capacities, which are strategically committed to improving the economic environment, attracting investments and encouraging the development of the local economy.

BFC SEE certification improves the work of the administration, develops mechanisms that are beneficial to investors, the private sector, and the public.

The program enables the inclusion of the economy in the development processes of municipality and municipal administration about the improvement of the economic environment.

Through the implementation of BFC SEE standards, investors are offered:

  • safe investment location for investment
  • partnership with local government
  • business success and further development of the company
  • competitiveness, benefits and additional business advantages.

Call for proposals- EU4Business – Entrepreneurship development

Through Grant Fund Facility (GFF) under entrepreneurship-related activities which contributes the development and expansion of inclusive entrepreneurship models and aims the improvement of competitiveness on the local (municipal) level, International Labour Organisation (ILO), responsible for the entrepreneurship development within EU4Business project, calls for proposals in the sector of entrepreneurship development.

Call for Proposal aims to accelerate MSMEs and start-ups development, through the creation of mechanisms that will enable provision of financial and non-financial (technical) assistance to end users (new or existing entrepreneurs from target categories) and creation or further development of entrepreneurial infrastructure on the local or inter-municipal level.

Project priority sectors and target groups are divided in two LOTs as follows:

  1. LOT1 will be provided to promote entrepreneurship within the export sector, focusing on young entrepreneurs and creation of innovative start-ups (including digital solutions);
  2. LOT2 will be provided to promote entrepreneurship within agro-rural and tourism sector, focusing on entrepreneurs from vulnerable categories (unemployed and inactive women, persons with disabilities, ethnic minorities, persons over 50 years of age).

The overall indicative budget outline under this Call amount to EUR 1,000,000 (EURO one million), distributed between two LOTs.

Projects eligible for this Call for Proposal are those whose requested grant contribution falls between the following amounts:

  • Minimal amount: EUR 150,000
  • Maximal amount: EUR 200,000.

Distribution between LOTs:

  1. For LOT 1 – total of EUR 600,000 available
  2. For LOT 2 – total of EUR 400,000 available.

Participation in this call is open to qualified institutions as defined in the Local Employment Partnerships methodology (LEP), i.e. applicants MUST apply in partnerships.
The proposed projects are to be implemented on the territory of Bosnia and Herzegovina only. Project implemented within inter-municipal cooperation is eligible for funding.
In the first instance, Concept Notes and requested Annexes (Declaration of the Lead Applicant, Letter(s) of Understanding and registration document) must be submitted for evaluation and eligibility check. After the evaluation of the Concept Notes, eligible Applicants who have been pre-selected will be invited to submit a Full Application Form.

Workshop for shortlisted applicants will be held before the submission of the Full Application. All Applicants will be informed on the evaluation results of both Concept Note and Full Application.

The deadline for the submission of Concept Note is 17 May 2019, by 17:00, local time. Date and time considered as evidence will be the date of email received by the ILO.

Any Concept Note submitted after the deadline, not prepared in accordance with these Guidelines or being incomplete will be rejected. The Applicants are advised not to wait the last day for the submission.

Announcement: Regional Fair of Economy, Agriculture, and Tourism in Prnjavor

Novi Grad Municipality will participate in the IX Regional Fair of Economy, Agriculture, and Tourism in Prnjavor, from 22-23.03.2019.
At the joint stand, Novi Grad Municipality and the Tourist Organization of Novi Grad will present economic and agricultural potentials and tourist offer of Novi Grad, and we invite all interested entrepreneurs from Novi Grad to visit this important economic event.

Opening hours of the fair are from 10:00 to 19:00 hours, a grand opening is planned on 22 March at 11:00. Venue of the fair is in the area of the sports hall “Sloga” in Prnjavor.

This economic event in one place will bring together a number of domestic and foreign businesses, economic experts, members of regional and national chambers of commerce, mayors of cities of the Republic of Serbian and BiH Federation, the official representatives of sister cities, as well as local officials and foreign diplomats.

60.000,00 KM for self-employment

Mayor of Novi Grad, Miroslav Drljača, has signed agreements with three users of incentives for self-employment, that will be allocated per 5.000,00 KM. The contracts were signed by Vesna Jankovic for producing hives, Husein Isakovic for the production of metal sheet and Fuad Žmirić for construction work.
The Mayor pointed out that the beneficiaries are selected on the basis of a public call for the start-up programs, and that, this year, budget for start-up program ( total amount of 20,000,00 KM) and for employment in enterprises (total amount of 40,000,00 KM) is provided by municipal budget.

Public call for the provision of support services to SMEs in strengthening the capacity for innovation management

Republic Agency for the Development of Small and Medium Enterprises, in the context of activities by the European Network of Entrepreneurship of the Republic of Srpska (EUNORS), announces a public call for the provision of support services to SMEs in the strengthening of the capacity for innovation management.

The possibility of application is innovative small and medium-sized enterprises that are registered in the territory of the Republic of Srpska.

The Mayor of Novi Grad Municipality announces Public call for submission of investment proposals for preparation of the Capital investment plan of Novi Grad Municipality 2019.-2021.  Representatives of local communities, entrepreneurs, businessmen, other organizations and legal entities as well as citizens are invited to submit their proposals for investments that will be incorporated into the three-year Capital investment plan.

Presentation of Tourist Offer of Novi Grad at the Tourism Fair in Ljubljana

Tourist Association of Novi Grad and Novi Grad Municipality presented the tourist offer and tourist potentials of Novi Grad at the tourist fair „Natour Alpe – Adria“, which was held between  January 30rd  and February 2nd  in Slovenia (Ljubljana).

Tourist offer and tourist potentials of Novi Grad was presented in cooperation with the Tourist Organization of the Republic of Srpska, and many domestic and foreign tourist agencies had the opportunity to inform themselves, through a number of promotional brochures,  about all tourist potentials of Novi Grad. Also, significant contacts with tourist agencies and tour operators are realized during the fair.

„Natour Alpe – Adria“ is the largest tourism fair in Slovenia, which promotes green and active tourism, and it represents more than 180 exhibitors from all over Europe. During the four days of the fair, in three halls, visitors were able to enjoy in the tourist and gastronomic offer from Slovenia and neighboring countries.

According to organizers, the fair was visited by 20 000 interested visitors.

The fourth meeting of Economic Council of Novi Grad Municipality

The fourth meeting of Economic Council of Novi Grad Municipality was held on January 29th,  2019  in the assembly hall of the Municipality of Novi Grad. Among other agenda items, at the meeting were discussed about  Draft Decision on utility fees and Decision on utility charges, prices and quality of municipal services, and analysis of results of economic sector research.

Members of the Economic Council gave a positive opinion on the Draft decision of the municipal taxes, and all agenda items were adopted unanimously.
