According to the Statute of Novi Grad Municipality (Official Gazette of the Municipality of Novi Grad No. 2/17), the autonomous competencies of Novi Grad Municipality include the regulation and provision of municipal services: production and supply of water, gas, thermal energy, public passenger transport in urban and suburban traffic, purification and drainage of wastewater, funeral services, maintenance, landscaping, and equipping of public green and recreational areas, maintenance of public traffic surfaces in settlements, drainage of rainwater and other waters from public areas, cleaning of public areas in settlements, and other municipal services, in accordance with the Law.

According to the Decision on municipal services of the Municipality of Novi Grad (Official Gazette of the Municipality of Novi Grad No. 2/22), municipal services include the production and supply of municipal products and the provision of municipal services, which are an indispensable condition of life and work for natural and legal persons and other entities, and for which the Municipality of Novi Grad is obliged to provide quality, scope, accessibility, and continuity in accordance with legal obligations and available resources, as well as supervision of their performance.

The following are considered municipal services of special public interest:

a) Activities of individual municipal consumption:

1. Production and supply of drinking water,
2. Purification and drainage of wastewater,
3. Maintenance of cleanliness, collection, and disposal of municipal waste,
4. Market activities,
5. Maintenance of local and uncategorized roads,
6. Management of public parking spaces,
7. Chimney sweeping activities,
8. Public passenger transport in urban and suburban traffic and taxi service,

b) Activities of joint municipal consumption:

9. 9. Drainage of rainwater and other water from public areas,
   10. Maintenance of the city cemetery,
   11. Cleaning of public areas and maintenance, landscaping, and equipping of public green and recreational areas,
   12. Cleaning of public areas in settlements,
   13. Maintenance of public traffic surfaces in settlements,
   14. Public lighting,
   15. Zoohygiene activities with preventive disinfection, disinsection, and deratization,
   16. City decoration for holidays.

Funds for the performance of individual municipal consumption services are provided from the price of municipal services. Funds for the performance of municipal services of joint municipal consumption are provided from the budget of the local self-government unit based on revenues generated from: municipal fees, part of the fee for the use of general interest goods, part of the property tax revenue, and part of the fees for concessions granted.
