Javni poziv za dodjelu podsticaja za direktna ulaganja u 2022. godini.

Ministarstvo privrede i preduzetništva Republike Srpske objavilo je danas Javni poziv za dodjelu podsticaja za direktna ulaganja u 2022. godini.

Ukupan iznos podsticajnih sredstava koja se dodjelјuju privrednim subjektima je 12.000.000 KM s cilјem podrške realizaciji investicionih projekata u 2022. godini.

Pravo na podsticaj ostvaruje se na osnovu projekta privrednog subjekta, koji za predmet može imati nabavku savremenih tehnologija i opreme, odnosno  nabavku nove ili korišćene opreme koja nije starija od 12 godina, te razvoj i inovaciju koje realizuju privredni subjekti.

Sredstva su namijenjena za sufinansiranje dijela ulaganja projekata privrednih subjekata koje realizuju subjekti iz slјedećih oblasti: industrija tekstila, odjeće i obuće, industrijska prerada drveta (prerada drveta i proizvoda od drveta i proizvodnja namještaja), metalna i elektro industrija, industrija gume i plastike, papirna i grafička industrija, proizvodnja hemikalija i hemijskih proizvoda, proizvodnja osnovnih farmaceutskih proizvoda i farmaceutskih preparata, industrija građevinskih proizvoda, odnosno proizvodnja ostalih proizvoda od nemetalnih minerala.

Od ukupnog iznosa raspoloživih sredstava najmanje 25 odsto sredstava odobrava se i dodjelјuje privrednim subjektima koji zapošlјavaju do 50 radnika, ili koji su ostvarili poslovni prihod  u 2021. godini do 3.000.000,00 KM.

Javni poziv ostaje otvoren 30 dana od dana objavlјivanja, svi obrasci za popunjavanje mogu se preuzeti na internet stranici Ministarstva privrede i preduzetništva Republike Srpske a prijave sa potrebnom dokumentacijom se šalјu poštom na adresu: Ministarstvo privrede i preduzetništva, Trg Republike Srpske 1, 78000 Banja Luka.

Javni poziv za podnošenje zahtjeva za dodjelu plastenika

Opština Novi Grad u saradnji sa nevladinom organizacijom Muslim Aid Association sa sjedištem u Sarajevu raspisuje Javni poziv za podnošenje zahtjeva za dodjelu 20 plastenika od 100 m2 sa sistemom za navodnjavanje, sadnim/sjemenskim materijalom i dodatnom opremom kroz projekat „Ekonomsko osnaživanje socijalno i materijalno ugroženih i mladih osoba kroz plasteničku proizvodnju povrća“ u 2022. godini kojim su osigurana donatorska sredstva od strane nevladine organizacije Muslim Aid Association 40%, Opštine Novi Grad 40% obezbjeđena u Budžetu Opštine Novi Grad za 2022. godinu i vlastitog učešća korisnika 20%, a u cilјu nabavke i dodjele plastenika i prateće opreme na području opštine Novi Grad (u dalјem tekstu : Projekat).

PRAVO UČEŠĆA

Pravo na učešće u Projektu imaju socijalno i materijalno ugrožene osobe i mlade osobe koje posjeduju vlastito polјoprivredno zemlјište ili zemlјište u vlasništvu članova domaćinstva, kao i zemlјište ustuplјeno  na korišćenje ili zakup  za najmanje tri godine u neposrednoj blizini stambenog objekta u kojem stanuju.

Pravo na dodjelu plastenika sa dodatnom opremom nemaju lica koja su dobila donaciju, dodjelu ili sufinasiranje nabavke plastenika od strane nadležnih ministarstava, humanitarnih organizacija i Opštine Novi Grad u zadnje tri godine i da ne posjeduju plastenik veći od 100 m2. Pravo učešća nemaju članovi uže porodice zaposlenika Muslim Aid Sarajevo i Opštine Novi Grad.

II USLOVI

Podnosilac  zahtjeva treba da ispunjava slјedeće opšte i  posebne uslove:

  1. OPŠTI USLOVI
  • Da je nezaposlena osoba, osoba sa minimalnim primanjima ili mlađa od 35 godina starosti sa prebivalištem na području opštine Novi Grad.
  • Da je podnosilac zahtjeva ili član uže porodice vlasnik, suvlasnik polјoprivrednog zemlјišta ili da je polјoprivredno zemlјište pogodno za plasteničku proizvodnju uzeto na korišćenje ili zakup od najmanje tri godine i da se isto nalazi u neposrednoj blizini stambenog objekta u kojem stanuju.
  • Da postoji mogućnost navodnjavanja plastenika.
  • Da u trenutku podnošenja zahtjeva za učešće u navedenom Projektu  nema više od 100 mplastenika u svom posjedu  ili posjedu užeg člana domaćinstva.
  • Da sufinansira 20% od nabavne cijene plastenika sa dodatnom opremom (630,00KM).
  • Da obavezno prisustvuje edukaciji iz oblasti plasteničke proizvodnje u trajanju od dva dana koju organizuju NVO Muslim Aid Association  i Opštine Novi Grad.
  • Da u poslednje tri godine nije ostvario/la pravo na donaciju, dodjelu ili sufinasiranje nabavke plastenika od strane nadležnih ministarstava, humanitarnih organizacija i Opštine Novi Grad i da ne posjeduju plastenik veći od 100 m2.
  • Da će dobijeni plastenik sa dodatnom opremom zadržati u vlasništvu najmanje tri godine od potpisivanja Ugovora.
  1. POSEBNI USLOVI
  • Broj članova zajedničkog domaćinstva.
  • Broj nezaposlenih punolјetnih članova zajedničkog domaćinstva.
  • Broj izdržavanih članova zajedničkog domaćinstva.
  • Nezaposlenost aplikanta.
  • Samohrani roditelј.
  • Status invalida podnosioca zahtjeva ili užeg člana porodice.
  • Mladi do 35 godina.
  • Uslovi za plasteničku proizvodnju (smještaj plastenika, mogućnost navodnjavanja, izloženost vjetrovima i sl.).
  • Socijalni aspekt (stanje na terenu, imovinsko stanje, opšti utisak i sl.).

III POTREBNA DOKUMENTACIJA

Podnosioci zahtjeva trebaju dostaviti sledeću  dokumentaciju:

  • Zahtjev za prijavu na Javni poziv.
  • Ovjerena kućna lista.
  • Dokaz o nezaposlenosti svih punolјetnih članova zajedničkog domaćinstva   (Zavod za zapošlјavanje Republike Srpske, Poreska uprava Republike Srpske, Fond PIO Republike Srpske, kopija zdravstvene knjižice za nezaposlene osobe koje se ne nalaze na evidenciji zapošlјavanja Republike Srpske, odnosno potvrdu o redovnom školovanju za sudente).
  • CIPS prijava prebivališta iz tekuće godine za podnosioca prijave.
  • Dokaz o visini primanja za zaposlene članove domaćinstva (zadnja platna lista ili odrezak od penzije).
  • Dokaz o posjedu ili suposjedu nad parcelom polјoprivrednog zemlјišta ili izjavu o korišćenju zemlјišta bez naknade na kojoj podnosilac zahtjeva namjerava smjestiti plastenik i obavlјati plasteničku proizvodnju (kopija Posjedovnog lista, ZK izvadak, Ugovora o zakupu ili Izjavu o korišćenju zemlјišta.
  • Izjava ovjerena od nadležnog organa Opštinske uprave: da će sufinansirati 20% od vrijednosti plastenika (630,00 KM), da podnosilac prijave i članovi domaćinstva nisu ostvarili pravo na donaciju, dodjelu  ili sufinasiranje nabavke  plastenika od strane Opštine Novi Grad, da ne posjeduju plastenik odnosno da ne posjeduju plastenik površine veće od  100 m2 , da neće otuđiti plastenik u periodu  od 3 godine, da će isti namjenski koristiti i da će obavezno prisustvovati edukaciji iz oblasti plasteničke proizvodnje.
  • Ukoliko je podnosilac zahtjeva samohrani roditelј – Umrli list, dokaz o razvodu braka ili drugi dokument  kojim aplikant može dokazati da je samohrani roditelј.
  • Ukoliko je podnosilac zahtjeva roditelј djeteta sa invaliditetom – pismeni dokaz nadležene institucije.

Potrebna izjava za uslove pod rednim brojem (7) se podnosi na zajedničkom obrascu „IZJAVA“, koja se može preuzeti na info pultu i u Odjelјenju za privredu i polјoprivredu Opštinske uprave Opštine Novi Grad. Ukoliko se prilikom bodovanja kandidata utvrdi nedostatak dokumentacije iz gore navedenih stavki kandidat će biti eliminisan iz dalјe procedure odabira da dodjelu plastenika sa pratećom opremom.

IV PROCEDURA ODABIRA KORISNIKA

Komisiju za odabir krajnjih korisnika za dodjelu plastenika, sistema za navodnjavanje, sjemenskog/sadnog materijala i dodatne opreme putem sufinasiranja u saradnji sa NVO Muslim Aid Association Sarajevo formira Rješenjem Načelnik Opštine.  Komisija se sastoji od tri člana, od kojih su dva ispred Opštine Novi Grad i jedan član ispred NVO Muslim Aid Association.

Zadatak Komisije je pregled prispjelih zahtjeva, evidentiranje kandidata koji ispunjavaju uslove iz Javnog poziva, obavlјanje uviđaja na licu mjesta, sačinjavanje liste krajnjih korisnika na osnovu utvrđenih kriterija za bodovanje te dostavlјanje iste Načelniku Opštine.

Saglasnost na predloženu rang listu kandidata daje Načelnik Opštine. Rang lista odabranih kandidata se objavlјuje na oglasnoj ploči Opštine Novi Grad i službenoj web stranici Opštine Novi Grad.

NAPOMENA

Obrasci zahtjeva za prijavu mogu se preuzeti na info pultu Opštinske uprave opštine Novi Grad ili na linku ovdje, zajedno sa dokumentacijom predati u zatvorenoj koverti na protokol Opštinske uprave opštine Novi Grad sa naznakom „Za javni poziv za dodjelu plastenika i opreme“, a rok za podnošenje zahtjeva je 15 kalendarskih dana od dana objavlјivanja Javnog poziva.

Dostupan fond od 1,2 miliona KM bespovratnih sredstava za ulaganja iz dijaspore

Startup studio u saradnji sa opštinom Novi Grad i još 17 opština i gradova pokreće program podrške osobama iz dijaspore koje žele investirati u nove ili postojeće poslovne ideje.

Kome je poziv namijenjen?

Namijenjen je pravnim ili fizičkim licima, koja su u jednoj od navedenih zajednica pokrenuli ili pokreću biznis u čijoj vlasničkoj strukturi je i osoba iz dijaspore.

U ovom pozivu se osobom iz dijaspore smatra ona osoba koja živi najmanje dvije godine od dana objave ovog poziva u dijaspori, a ima značajne veze sa BiH.

Osobom iz dijaspore se smatra i ona osoba koja se vratila u BiH i ima trajno prebivalište u BiH ne duže od dvije godine prije objave poziva.

JAVNI POZIV POSLODAVCIMA I NEZAPOSLENIM LICIMA ZA KORIŠTENJE SREDSTAVA PO PROGRAMU ZAPOŠLJAVANJA U 2022. GODINI

Odluke o odobravanju sredstava za ukupno 3.522 lica po četiri programa zapošlјavanja i samozapošlјavanja u 2022. godini, donesene su na  sjednici Upravnog odbora JU Zavod za zapošlјavanje Republike Srpske koja je održana u Palama.

Po Programu zapošlјavanja i samozapošlјavanja cilјnih kategorija u privredi u 2022. godini, odobrena su sredstva od 3.650.000,00 KM za zapošlјavanje 850 lica od čega 600 lica po komponenti zapošlјavanja kod poslodavca i 250 lica po komponenti samozapošlјavanja.

Po Programu finansiranja samozapošlјavanja djece poginulih boraca, demobilisanih boraca i ratnih vojnih invalida VRS u 2022. godini „Zajedno do poslaˮ, odobrena su sredstva od 2.996.858,00 KM za zapošlјavanje 387 lica. Po komponenti samozapošlјavanja djece poginulih boraca i demobilisanih boraca planirano je samozapošlјavanje 200 lica, u komponenti zapošlјavanje kod poslodavca 162 lica, te zapošlјavanje dvadeset petoro djece poginulih boraca u statusu pripravnika sa VSS. Kompletan tekst Javnog poziva kao i potrebne obrasce/dokumente mžete preuzeti OVDJE.

U skladu sa Akcionim planom zapošlјavanja za 2022. godinu ukupna vrijednost šest programa koji će biti realizovani u ovoj godini je 14.140.000,00 KM za zapošlјavanje 3.670 lica sa evidencije nezaposlenih Zavoda.

The Minister of Economy and Entrepreneurship visited Novi Grad’s textile businesses

The Minister of Economy and Entrepreneurship of the Republic of Srpska, Vjekoslav Petričević, and the Mayor of the Municipality of Novi Grad, Miroslav Drljača, visited the Novi Grad textile companies Sana Elvis in Svodna and Vastil in Poljavnice.

During the visit, they discussed business under the coronavirus pandemic conditions and the effect of problems on the economic entities.

It was assessed that employers are satisfied with the measures of the Government of Republic of Srpska which provided the minimum wages to workers for April, as well as taxes and contributions for March and due to those measures of the Government of Republic of Srpska there were no major lay-offs.

Minister Petričević pointed out that negotiations are underway with the Chamber of Commerce, the Union of Employers’ Associations, and the Chamber of Crafts and Entrepreneurship on the adoption of a set of measures for economic assistance and company liquidity.

The director of the company Vastil, Miroslav Stanković, said that there were no major problems in this company thanks to the assistance of the Government of Republic of Srpska in the payment of April salaries, while the director of Sana Elvis, Mira Lazić stated that she expected help from the Government for obligations to workers and the current liquidity as well so that the company would keep the existing number of workers.

BAM 10.9 million for employment of 2,209 persons

The Republika Srpska Government yesterday adopted the Employment Action Plan for 2020 the implementation of which will cost BAM 10,928,106 and will create jobs for 2,209 persons.

The implementation of various programs has been proposed to implement the Plan, including the support to employment and self-employment, which pertains to children of fallen soldiers, military war invalids and demobilized soldiers of the Republika Srpska Army through the project called “Together to Employment.”

“This is the continuation of efforts to create jobs for veterans as past projects produced significant results. BAM one million has been provided for the creation of jobs for 190 people from this category,” says a press release from the Republika Srpska Government’s Public Relations Office issued after Government meeting.

The second program pertains to the support to partnership in implementing active employment and self-employment policies with local communities through joining funds for the creation of new jobs.

“This measure is included in the Employment Action Plan for the first time with a view to having local government units join funds and get involved, together with the Ministry and the Employment Bureau, in the implementation of active employment measures that are aimed at increasing the employment rate in Republika Srpska. BAM 200,000 is planned for the implementation of this measure,” says the press release.

The Government says that one of the programs pertains to the support of having young people with university degrees and with secondary school education employed as interns, where children of fallen soldiers are included.

BAM four million is planned for the implementation of this measure, of which the amount BAM 3,696,619 will be allocated to finance internships for university graduates.

The program calls for the employment of a total of 615 persons without work experience.

The Action Plan also stipulates a training program, additional education program, and retraining, for the needs of employers, for which purpose BAM 199,500 has been provided, and the program will include a total of 104 persons who will undergo these programs.

The Plan also stipulates a program in support of the employment and self-employment of target categories and it pertains to unemployed persons older than 40, women victims of domestic violence, women victims of war torture, women in rural areas, and wards of children’s homes who completed their education.

“BAM 5,275,000 has been provided for the implementation of this measure, and it stipulates jobs for 1,261 persons – 1,030 persons are planned to be employed and 231 to be self-employed,” says the press release.

The Action Plan also includes the support to the employment of Roma in Republika Srpska in 2020, for which purpose BAM 230,597 is planned, and 39 persons are planned to be employed.

€20 million in EU assistance for modernization of agri-food sector in BiH

The European Union has allocated €20 million for the modernization of the agri-food sector in Bosnia and Herzegovina. The funds will be available within the four-year project EU4Agri (2020-2024), which will support around 2.600 agri-food operators across BiH.

In this way, the EU will support the sector in creating new jobs and retain existing ones, while supporting recovery from the crisis caused by the COVID-19 pandemic. The overall value of the project is €20.25 million, which is jointly implemented and co-financed by the United Nations Development Programme (UNDP) in BiH and Czech Development Agency (CzDA).

Support to the agri-food sector will be provided through public calls for grant beneficiaries in three areas: 1) investment in primary production and processing capacities to strengthen market efficiency; 2) strengthening advisory services to increase knowledge sharing and skills development and 3) strengthening and diversifying the rural economy. At the same time, technical support will be provided to participants in order to successfully utilize available grants.

The first public calls for grant beneficiaries of EU4Agri project are planned for July, September, and October 2020. Indicative schedule of plans of all EU4Agri public calls can be downloaded here.

UNDP presents its COVID-19 Economic Impact Assessment in Bosnia and Herzegovina

ECONOMIC RECOVERY REQUIRES URGENT AND COMPREHENSIVE INTERVENTIONS

“Urgent and comprehensive interventions are required if jobs are to be preserved if the most vulnerable groups are to be protected and if an economic downturn in Bosnia and Herzegovina is to be prevented”. This is a conclusion of the COVID-19 Economic Impact Assessment which has been presented in Sarajevo today. The Assessment was conducted by the United Nations Development Programme (UNDP) in BiH on behalf of the United Nations Country Team.

Over the past several months, the COVID-19 pandemic has affected the global economy and its consequences are particularly visible in developing countries, such as Bosnia and Herzegovina.

The objective of the COVID-19 Economic Impact Assessment is to develop a comprehensive overview of the consequences of this calamity, with a special emphasis on vulnerable groups and economic branches. The key indicators of the Assessment show that industries related to hospitality and catering, food services and transportation have suffered by far the most negative consequences, while the textile and metal industries have suffered serious disturbances in supply chains. It is also alarming that in the industries hit hardest by the pandemic – accommodation and food services – 43% of all companies believe that they will be forced to close within the next 3 months.

“We are pleased to be able to show how the United Nation’s global blueprint for socio-economic recovery is being translated to the realties in Bosnia and Herzegovina. Today’s presentation is the first of a number of assessments that we hope will inform and assist all actors in their recovery planning and actions, especially the important work being undertaken by the authorities in Bosnia and Herzegovina, and international partners. For the United Nations in BiH, our overall focus is how we can support and contribute to all efforts to build back better, green, and inclusively with a focus on Agenda2030and ensuring no one is left behind”, said Ms. Ingrid Macdonald, the UN Resident Coordinator in BiH.

Following the United Nations Secretary-General’s socio-economic recovery plan “Shared Responsibility, Global Solidarity”, the assessments are part of the integrated support package that the United Nations are leveraging across its agencies, funds, and programs. In Bosnia and Herzegovina, under the leadership of the Resident Coordinator, UNDP acts in a technical leadership role, as given with the global framework, and is using its integrating platform to help shape together with a strong, substantive programmatic response to the Covid-19 impacts.

“This Assessment comes at the right moment and is extremely important as we know that accurate, consistent, timely, and transparent information is key to taking proper steps in a response to the current crisis. It provides an insight that is necessary for understanding the various aspects of the crisis and reducing negative economic impacts already affecting enterprises, institutions, communities, and particularly vulnerable persons whose jobs and quality of lives are jeopardized. It is certain that a response aimed at preserving the economy requires cooperation between all levels of government and stakeholders operating in different areas –  the government, the business environment, financial institutions, and international organizations”, said Steliana Nadera, UNDP Resident Representative in BiH.

The UNDP’s platform “Economic Pulse of BiH” which provides real-time insight into the economy and BiH economic recovery measures, thanks to the information gathered from over 1,000 companies across the country, was used as a basis for the Assessment.

Based on the gathered information, most of the representatives of businesses included in the survey are planning to take measures in the next 3 to 6 months to cut labor costs, like pay cuts or dismissals. Nevertheless, the same companies are optimistic that such measures will be temporary. The primary data also shows that women, both workers and company owners, are hit by the negative impacts of the pandemic harder than men.

Over 120 representatives of all levels of government in BiH, international financial institutions, embassies, agencies, and associations/chambers of commerce participated in the online presentation of the COVID-19 Economic Impact Assessment in Bosnia and Herzegovina.

RS Government sets law proposals for establishing e-registration of business entities

The Government of the Republic of Srpska, at the 29th session held on July 18, 2019, has determined the Law Proposal amending the Law on Companies, Law Proposal on Amendments to the Law on Crafts and Entrepreneurial Activities, Law Proposal on Amendments to the Law on Registration of Business Entities in the Republic of Srpska regarding the establishment of e-registration for companies and entrepreneurs electronically.

The reasons to adopt these laws are stemming from the need for continuing the company registration reform and providing an opportunity to submit applications for registering company incorporation and amendments electronically.

By completing this part of the reform, individuals who intend to operate in the Republic of Srpska will be able to register businesses in the form of a business company and the form of an entrepreneur electronically, with minimal financial costs, promptly and in a simple and easy way.

The differences between the Draft and the Law Proposal on Amending the Companies Law are reflected in the fact that a more precise provision is made regulating the fact that there will be no need for notarial certification of the incorporator’s signature for single-member limited liability companies, but only for those who pay the prescribed minimum pecuniary part of the share capital.

The main reason for the adoption of the Law Proposal on Amendments to the Law on Crafts and Entrepreneurial Activities is regulating the conditions and manner of implementation of the entrepreneurial electronic registration procedure. In addition to establishing operational possibilities for submission of applications for registration of entrepreneurs electronically, this law also changes the concept regarding the submission of documents, which confirm the registration requirements for the entrepreneurial business form incorporation.

At variance with the current solution according to which the parties submit identity documents, the tax bill and the protective measure of business activity prohibition, according to the new concept, when a party submits the registration application, regardless of whether it is a written or electronic application, there is no obligation to submit the mentioned documents. All data previously confirmed with the above documents for entrepreneurial form by the registration authorities, in the future shall be verified via electronic data record maintained by the Ministry of Interior and the Tax Administration of the Republic of Srpska.

Therefore, by introducing the new concept for verification of the requirements for doing business as an entrepreneur, the parties are entirely exempt from submission of documents confirming that the requirements for business registration as an entrepreneur are met. In this way, the cost and time of applying for entrepreneurial registration is reduced, which contributes to the simplicity and cost-effectiveness of the entrepreneurial registration process.

It is important to emphasize that due to this new concept of entrepreneurial business requirements verification, the Republic of Srpska will be the only country in the region where, in the entrepreneurial registration process, as a rule, the parties shall not provide proof of fulfillment of the registration conditions, nor issue certain statements about the data pertinent to this procedure.

In reference to the Law Proposal on Amendments to the Law on Registration of Business Entities in the Republic of Srpska, the differences in this Proposal against the adopted Draft Law lie in a more detailed procedure of electronic registration regarding the e-application receipt confirmation, submission of documents attached to the e-application, the data checked by the courts of registration through the Register of the competent authorities, deliverance of incorporation decision per e-application, lodging an appeal against the decision, and a mandatory court fee to be paid in the process of reserving a business name, subsequently to be regulated by the Law on Court Fees.

This Law Proposal stipulates that the electronic registration will be possible only for domestic legal and natural persons, because qualified electronic certificate will not be issued for foreign natural persons and legal entities, which however will be enabled in the next phase of the reform of the registration of business entities in the Republic of Srpska.
